Abstract

Public participation has been suggested as one way to increase public acceptability for urgently needed environmental policies such as the carbon tax by bringing people with different values together. But how to engage the public? We investigate whether people’s willingness to participate depends on which values are discussed in the public participation procedure. Therefore, this paper examines in which type of public participation scenarios people with different values (1) perceive threatened in their values and (2) are willing to participate in such participation procedures. Results showed that there was no relationship between perceived value threat and willingness to participate. Furthermore, people with strong biospheric values were overall more willing to participate, especially when the public participation procedure was dedicated to discussing personal consequences of the carbon tax. No relationship between biospheric values and perceived value threat was found. People with stronger egoistic values perceived less value threat when the public participation procedure was focused on discussing the personal consequences of the carbon tax. No association between egoistic values and willingness to participate was found. Important limitations of our experimental design are discussed, and future research is needed to investigate how willing people are to participate in different public participation procedures and how this relates to perceived value threat and people’s own values.
